Ireland's new licensing system for businesses selling nicotine inhaling products has been in place since February 2026. This August, it reaches an important milestone: the deadline for retailers to be fully licensed.
Here's a quick FYI on what's changed, what happens on 2 August 2026, and what it means in practice.
What Changed in February 2026
Since 2 February 2026, any business selling e-liquids or other nicotine inhaling products in Ireland, whether online or from a physical premises, has needed a licence from the HSE to trade legally. This replaced the older registration system with a stricter, premises-specific annual licence.
A separate licence is required for each shop and each website selling these products. A retailer running both a physical store and an online shop needs a licence for each.
Why 2 August 2026 Matters
Retailers who were already registered to sell tobacco or nicotine products before 2 February 2026 were given a six-month transition period to apply for the new licence and sell through their existing stock.
That transition period ends on 2 August 2026.
From this date, the grace period is over. No retailer, new or previously registered, can legally sell vape products or nicotine-containing refill containers without holding a valid licence.
How Can You Tell if a Retailer Is Licensed?
Licensed online retailers are required to display their licence number prominently on their website. For physical stores, the licence must be displayed at the point of sale.
If you don't see these details, it's worth checking with the retailer directly before buying.
